An Electronic Compliance Object (ECO) is a deterministic, machine-readable digital representation of a physical object that contains the verified information required to evaluate its regulatory status.
The ECO itself makes no legal claims, certifications, or decisions. It is an immutable information object that carries structured identifiers, verified attributes, evidence references, and provenance required for deterministic regulatory evaluation.
Purpose
The Electronic Compliance Object exists to make physical goods understandable by software, AI agents, enterprise systems, and regulatory infrastructure. It enables the same object to be evaluated consistently across jurisdictions without ambiguity or interpretation.
One object. One identity. One deterministic compliance state.
What an ECO Contains / Does Not Do
An ECO may include
Object identifiers (GTIN, serial number, batch, lot)
Manufacturer identity
Product classification
Material composition references
Jurisdictional metadata
Verified object attributes
Evidence references
Digital Proof Unit (DPU) references
Cryptographic integrity information
Provenance metadata
An ECO does not
define regulations
interpret legislation
certify compliance
execute workflows
issue approvals
perform legal analysis
make environmental claims
replace regulators
The ECO contains facts. It contains no opinions. Those functions belong to independent layers within the Standard-10060 architecture.
ECO-10060 — The Evaluation Framework
ECO-10060 is the canonical evaluation framework for Electronic Compliance Objects. Using verified object data, ECO-10060 deterministically resolves the regulatory state of an ECO under a defined legal or statutory framework. It answers one question only:
Given this Electronic Compliance Object and its verified data, what is its regulatory state?Every identical ECO evaluated using identical verified inputs produces an identical result.

The Electronic Compliance Object is the foundational machine-readable compliance identity for a physical object. It does not determine compliance. It provides the verified object identity and evidence from which deterministic regulatory evaluation can be performed.
